I am currently dependent on my husband visa, as a non o dependent.
I found a company that could hire me, but they tell me that I can't get the work permit because I'm married to a foreigner, then they tell me that even if I can get the work permit I have to cancel my current visa and leave the country to re-enter with the work permit visa stamp.
My questions are:
Can a foreigner with a non-o visa or spouse visa to foreigner change to a work permit visa without leaving the country? how?

You and your employer need to go to the immigration office and see if there is a way it can be done.
I have seen SOME <- (read that exactly as I wrote it some, not all, not many) immigration offices will let you cancel your current extension based on marriage to a foreigner who legally works here, then let you apply for an unable to travel due to covid extension, then let you apply for an in country Non-B visa
IT is totally between you, your employer and the immigration office you deal with. Go there with them BEFORE you cancel your extension and see if it can be done as I outlined.
