I am currently in Thailand, looking at my option to get a Non-O Visa outside of Thailand (as seems like the only option now available in my case). The only country in Asia that is the closest where consulates are issueing visa's at the moment, I believe is Cambodia (unless someone knows different). I checked websites regarding entry into Cambodia regarding the 14 day quarantine rule and getting conflicting information on websites, can someone share any true factural info regarding this, if a 14 day hotel quarantine stay is now mandatory in Cambodia ? Also the $3,000 USD deposit, if you don't occur any expenses relating to any coviid-19 symptons whilst in Cambodia, do you get this money returned ?

TLDR : Answer Summary
The post discusses the difficulties faced by an expat in Thailand looking to obtain a Non-O Visa from Cambodia during the COVID-19 pandemic. The author is confused about quarantine requirements in Cambodia and whether a mandatory 14-day hotel quarantine is necessary. They also inquire about the $3,000 USD deposit related to COVID-19 expenses and its refund policy. Responses highlight that the Thai consulate in Phnom Penh does not issue Non-O visas based on marriage, suggest alternative consulates, and warn of potential complications and restrictions when crossing borders due to ongoing travel and health regulations.

My friend left to get his 3 months visa to Laos he got caught up in this virus he came from Thailand is has not been back since can’t get back in now so be very careful I think easy to leave but very hard to get back I think just wait and see nobody knows what’s going to happen
Look on your home countries Government website for facts and Facebook for rumours😉. If you have a Thai Visa question Thai Visa advice is a very helpful group but not sure if similar one for Cambodia.
I have a type OA visa ,expires the end of July. I intend to get a type O marriage visa as soon as I can go to another country without quarantine restrictions. While waiting for travel restrictions to be relaxed I can extend mo OA visa for two months. Cost 1900 baht. Crossing any border is quite risky at this time. With all the uncertainty easy to get caught up with red tape.
At this time, IF you're even thinking of doing some hare-brained thing like running to another country for a visa, you're gonna be OUT of thailand for a good long while AND you're going to have to apply for permission to get back in, meet the requirements, negative covid test, fit to fly, certificate of entry, and 100K USD in covid-19 insurance, PLUS have quarantine when you enter thailand at an Alternative State Quarantine facility.
I would think LONG and HARD before leaving thailand right now..
- yes very wise to wait until we see what happend re current amnesty which i personally think will be extended in some format. Also better to wait and see things develop in Cambodia.
You won't get a Non-O visa based on marriage to a thai from the thai consulate in Phnom Penh. They don't issue them..
To get the year long, multi-entry Non-O visa based on marriage WITHOUT proof of funds your choices are the thia consulates in Savannakhet Lao or HCMC Vietnam (those used to issue that visa pre-covid)
IF you can meet the proof of funds 400K baht in a bank account in your name only you could get the year long, multi entry Non-O based on marriage from the thai consulates in Penang Malaysia OR Yangon Myanmar
