Can a Belgian citizen extend a visa-exempt entry stamp at Ranong Immigration after entering Thailand at Suvarnabhumi?

I'm driving my disabled neighbor from Chumpon to Ranong because he wants to bounce out and in. Anyway He's a Belgium passport holder. He tells us he came in on a 30 day VISA on arrival stamp 3 weeks ago. I suspect he's confused it with a VISA exempt. If he in fact came in on a visa exempt can he get his first extentention at the Ranong immigation office even though he flew into Suvarnabhumi where he was stamped in. I'll try to get a screen shot of his stamp today.

As there ist No 30 days Visa he MUST be on Visa extempt - he can extend / Not important where He stamped in - he must Go to Immigration where He is registered for staying

Belgian passport holders enter on visa-exempt (he cannot get a Visa On Arrival). But if he is staying in Chumphon, he has to apply for a 30-day extension at the immigration office in Chumphon, NOT in Ranong (It doesn't matter where he flew into Thailand. Matters where he is staying now).

Check the address on his TM30 receipt carefully again.
