I'm not going to let this post turn into a discussion about the 60 day extension of stay based on unable to travel due to COVID-19, so I'm providing a summary, and shutting it down.
1. It should be possible for someone to enter Thailand on a 30 day visa exempt, and then get a 60 day extension of stay based on visiting Thai family. They will need:
1. The applicant’s passport and a copy of:
a. The data “picture” page.
b. The most recent visa (if applicable).
c. The most recent entry stamp or extension of stay (if applicable).
d. The departure card (“TM 6”) that should be stapled in the passport.
2. The extension of stay application form (“TM 7”).
3. A copy of the submitted Notification of Residence of Foreigners form ("TM 30”).
4. The Thai spouse or half-Thai child physically next to the applicant, and;
- Their Thai ID card and a front and back copy of the ID card
- Their housebook, and a copy of the first page.
5. For Thai spouse, a marriage certificate (either the rose border certificate, or a translated copy from the applicant’s home country), and a front and back copy of the marriage certificate. For visiting half-Thai child, a copy of the birth certificate.
6. 2x passport sized (4cm by 6cm) photos.
7. 1,900 THB processing fee.
There is no under consideration stamp for this extension of stay. This can only be acquired ONCE, then the applicant must leave Thailand.

2. Never ever trust what a Thai embassy website says about getting an extension of stay, and never trust what an immigration office says about getting a visa outside the country. They are overseen by two completely different agencies who do not communicate with each other. If a person gets an e-mail from the Thai embassy saying an immigration office does not issue an extension of stay, take it with a BIG grain of salt.

Perhaps I didn’t write it clearly because my native language is Dutch or Flemish.
Entering on a visa exempt, can you extend it longer than 30 days.
So from NO visa to a Tourist visa (30 days extension) and maybe later to a non-immigrant visa.

A 30 day extension of stay based on tourism is NOT a tourist visa - it's an extension of stay.

For what reason do you want a non-immigrant visa. You will need some time remaining on your existing "admitted to" stamp if you want a non-immigration visa. Some immigration office wants you to have 14 days remaining, others 21 days. Ask the local immigration office for specific information.
The 60 day extension of stay based on unable to travel due to COVID-19 will (probably) not be extended past November 26th, and is not a viable strategy to stay in Thailand.
Last year, when COVID-19 was discovered, the Thai government, and other countries, shut their borders to entry. To prevent people from going on overstay, the Thai government offered a 60 day extension of stay based on unable to travel due to COVID-19. The last day to apply for this extension of stay is November 26th.

Is it true that you can get more days extention if your wife is from Thailand.
As Tod Daniels said, you can get a 60 day extension of stay based on visiting Thai family (including Thai wife). Excluding STV holders, there is no such thing as a 90 day extension of stay.
That’s only if you entered Thailand with a visa, right? Person will travel to Thailand with visa exemption 30 days. He is married to a Thai wife and has property in Thailand. So he will try to stay longer if he can extend it at the immigration office in Phayao. He would like to stay 3 months. Applying for a visa here is no option because the waiting time is already 8 weeks now. They have been closing the 2 consulates in Belgium.

Thanks again. If I'd knew this ahead I wouldn't have rebooked everything already. I'm flying Dec. 4th, but I can only make an apppointment at the embassy after mid December. Now I'm coming 25 days instead of 40. Missing the Pattaya International Pigeon Racing though. My friend can use this information.
