If you have a non-o multi entry based on marriage and want to get a year long extension do you have to apply before the visa expires or can you apply during the 14th month on the admitted stamp?

You can apply when you have 30 days or less left on ANY of the 90 day entries you got off that visa.

The VISA doesn't let you stay IN thailand, the entry stamp does. As long as your entry stamp is still valid you're fine.
