To be completely honest, most foreigners call bouncing out/back to get a new free stamp entry a "visa run" <- probably because the companies that lug people to the borders started calling it that
But in reality there is a HUGE difference between going to get a real visa thru a thai consulate in another country and just bouncing out/back to get a new free stamp entry.
Seeing as the O/P has a lot of good info from posters about where they can border bounce and where they can't I think we've taken this post about as far as we can.

No. Cambodian borders remain closed. There has been a mention of a reopening, which, in the best case scenario could occur as early as mid-September or early October but this is pure speculation at this stage.
The two main Burmese borders Mae Sai and Mae Sot remain closed due to crackdowns on call center scammers, thus no foreigners are allowed to cross.
Strangely, Thai immigration has removed the signs previously posted at the entrances to these border crossings advising that they're closed to foreigners.
Locals can only cross on border passes; passports are currently not recognized for border crossings.
The Phu Nam Ron border crossing is currently shut to everyone but traders and these aren't even allowed to cross more than a couple of times a week..with traders forced to exchange their goods near the borderline.

Ranong-Kawthaung is open but the Thai side is strict - they want to see 20K in cash, a hotel booking and ticket out of the country. You might be able to talk your way out of some of these requirements if you're fluent in Thai and you're not on a visa exempt stamp.
