Mae Sot is open for border runs only. You can't visit the town for tea or to see the temples. It's get your stamp and you must immediately come back to Thailand. Thais are allowed to visit Myawaddy on a day trip, while Burmese are allowed to use the border for normal entry and exit. For instance, if they have a Thai tourist visa or a labor visa they can travel anywhere in the country.
