I have just tried to apply for non b working visa in Penang Malaysia. I thought I had all the necessary documents, but they did not accept my application since I didn't have police clearance from my home country. I have police clearance from thailand. I was informed from my agency who prepared the documents as well as my school that the documents I had was enough.

My question: is it normally the case you need police clearance from your home country?

I was already not allowed entry to Thailand since I was coming the second time with arrival tourist visa and 20k thb was not enough apparently. I am currently waiting on my agency response but apart from that I have no idea how I can come back to Thailand. Tourist visa is not an options since I dont want to be put into a cell anymore. Can somebody help me. Any suggestions will be helpful.
