What should individuals do after receiving a Non-B visa but without a work permit (WP) in Thailand?

ok not technically visa but visa related. I have some people coming here to work in BK and they just received Non B but have no wp? I thought the DOL and MFA both state that t apply for Non B you need to fill wp3 and get letter before applying for visa? So now they have a Non B do they fill wp1 or wp3 an can they do it outside thailand ( Germany
