TLDR : Answer Summary
The Non-B visa application can potentially be separated from the work permit application depending on the specific type of Non-B visa pursued. A Non-B visa for business purposes might be obtainable without immediately applying for a work permit, but it is important to note that you cannot work under this visa. Furthermore, many consulates may require a receipt or proof of having applied for a work permit to issue the Non-B visa.

Yeah, I have a business but wish I could have a visa that is consistent with that so I can apply for the a US visa, but I am sick and won't be able to work any time soon so I wish I could do a business visa but not pay for the work permit yet.

If you mean you want to work with Non-B (Working), the answer may be no, like
@T**
says. But if you mean you are not going to "work", there is possibility of Non-B (Business), I think. Some other papers are required for this. But with this visa you can NOT "work".

Hope he would clarify.

You apply for a visa at the thai immigration office or at a thai consulate in another country

You apply for a work permit at the Mininstry of Labor

Keep in mind though many consulates won't issue you a Non-B visa without the receipt of you having applied for your work permit.
