Can a tourist on a 30-day VOA in Chiang Mai obtain a Non-O visa in Thailand for retirement purposes?

A friend newy arrived in Chiang Mai who entered on a VOA - 30 day stamp, went to Chiang Mai immigration yesterday to inquire about obtaining a Non O visa with the intent to ultimately ask for an extension of stay for a year 

Based on retirement .

He was told that he could no longer obtain a Non O In country and had to obtain one out of the country. 

Is this afvice from CM immigration correct?
