Why did immigration give me a 30-day stamp instead of the full 1-year business visa immediately?

I went to immigration on Tuesday with all correct paperwork (and business lawyer with me) to get my 1 year business visa stamp, having just completed the 90 day stamp.  They said they would take it under review, gave me a 30 day and said after that, they'd extend it to a year. Has something changed? Haven't heard of this happening to anyone else!
