Ok sorry to ask but I’m someone who lives in phillippines that comes to Thailand for a week every couple of months (Canada passport). I saw now it’s only 2 visa exempt entries a year? How does this apply to me does it mean these week trips to Thailand are over or I need a visa?

You can only get 2 visa EXTension now. 30 days + 7 days. You can enter Thailand with 2 or more visa EXEmption as long you are a genuine tourist. If the IO see that you come and enter many times and you had stayed more than 150 days in a calendar year it might denied enter to Thailand.

I have a Malaysian friend who lives near the border he enters thailand amost every weekend Or twice a week ...he is still doing it

If you are only staying a week every couple of months then you should be OK with visa exemptions. If the number of days in Thailand exceeds 150 days or maybe 180 days in a year or you are doing back to back border runs then you will be questioned.

No it doesn't say that. Only 2 extensions on your visa exempt.

If you have not been doing boarder runs as in out and back in same day , and returned to your home country then there isn't a problem coming in on multiple visa exemptions
