TLDR : Answer Summary
The 30-day extension will be added to the end of your current 60-day visa duration. You can apply for the extension before your 60 days are up without losing any time, meaning that if you have 10 days left, the extension will start only after your current visa expires.

Its called an extension because it extends the allowed time to stay by 30 days. Think there is a clue there

A tourist extension will be added onto the end of your stay. You do not lose any time by applying early.
