Is it possible to renew/get another 30 days extension on the 'same day' my tourist visa expires, or do I have to get it done a few days before?

TLDR : Answer Summary
Yes, you can renew your tourist visa or apply for a 30-day extension on the same day your current visa expires. It is possible to apply for an extension at the immigration office within the last 30 days of your visa, and there is no advantage to applying earlier, as the new 30-day extension will simply be added to your expiration date.
You can apply for a 30 day extension on a 30 day visa exempt entry stamp too at the immigration office for 1900baht. You can do it before or ON the day you're "admitted until" ..
So you're now on a 60 day tourist visa and you want to apply for a 30 day extension?
You can apply for it at most immigration offices when you have 30 days or less left on your current stamp. There is no benefit waiting until your current stamp is expiring because they ADD the 30 day extension onto your expiration date.
ahh, you're on NO VISA ;) there is no such thing as a 30 day tourist visa. You showed up without having bought a visa before you came here and got stamped in for 30 days on what's called a visa exempt entry.. :)
