Why was I refused entry at the Thai Embassy in Cambodia despite having a confirmation letter from the Ministry of Foreign Affairs?

I am already approved by the Thai Ministery of Foreign Affairs for Coe. I took the confirmation letter to the Thai Embassy in Cambodia as instructed, and was refused entry. I was told the embassy is for Thai people only!

A friend is in Trat on a marriage visa. Went to the bank with his wife.

He was declined entry, had to stay outside whilst his wife had to deal with his bank account.

You can't make this stuff up .. Ridiculous.

I have no reason to disbelieve my friend from Holland. At the start of the pandemic he was refused entry to the bank and his wife was not.

In NL I called can come see them after 8 days to deliver "stage 1" paperwork. Cannot handover or mail? Only by appointment.
