I’ve been a permanent resident for over 20 years and at the time I was supposed to renew my permit I was in Spain for important family reasons. Now my permit expired and the Thai Embassy in Madrid told me that I can only renew my permit in Thailand. As you know I cannot come at the moment and I wonder if any of you know whether I will be able to obtain my permit again? Thank you in advance for any suggestions.

and sadly permanent residency has NOTHING at all to do with thai VISA advice (because once you get PR you don't ever need a visa).

I think you have your answer, there was a specific clause written into the initial amnesty decree specifically mentioning that permanent residents did NOT have to come back within the year (like they usually do) BUT like

And as I understand it your PR status is still good due to COVID.

But you will need to contact your Thai Embassy to apply for CoE permission to enter.
