From our experience under Thai Soft Power category, the embassies seldom accept cultural activities except for Thai Boxing classes or Cooking Classes.

Additionally, the seminar or activity should not be online. It should be physical classes. Regarding the different embassies, there are not much differences between embassies in Vietnam. Other popular countries people choose to apply the DTV visa from are Indonesia, Philippines and Laos.
