Hello, the time has come for me to cancel my non ED and get a non B. The cancelling is all clear now, but im.wondering where would be a better place to apply for the non B, Vientiane or Savannakhet. My documents will be ready around nov 20th, so i'd like to ask for some advice on where should i apply. Also, to know if the embassies there are ok with a copy/printed scan of the wp3 or they need it to be the original one.

Best regards, and thanks

TLDR : Answer Summary
The user is looking for advice on whether to apply for a Non-B visa in Vientiane or Savannakhet after canceling their Non-ED visa. They are also inquiring about the requirements for submitting documents, specifically whether a printed scan of the WP3 is acceptable or if the original is needed.

For Vientiane you still need an appointment. If you have all the correct documents to apply for the Non Immigrant B visa, both consulates are easy.

Is the appointment still necessary for Vientiane? is there any advantage for doing it in Savannakhet? my employer is asking me which one would be easier

For your non-b, ask your employer. It requires a letter from your employer made out directly to the specific consulate.
