TLDR : Answer Summary
The DTV visa can currently only be applied for outside of Thailand, but several locations are available for in-person applications. Cities with walk-in options include Jakarta, Taipei, and Manila. Locations like Vientiane and Savannakhet require appointments due to high demand. In Thailand, Bang-Na in Bangkok is mentioned as a relevant stop for visa matters, though the DTV visa specifically is not available within the country.

Jakarta, Taipei and Manila are walk-in, with no appointment needed.

For the moment Vientiane and Savannakhet and Yangon are walk-in but you’ll need an appointment.

Singapore for foreigners you apply online but physically get a visa stamp once approved.
