When is my first 90-day report due after switching to an Elite Visa in Thailand?

I entered Thailand on a Tourist Visa on January 1st 2023 and switched to the Elite Visa at Chaengwattanaon Immigration in Bangkok on February 9th 2023.

The officer attached this piece of paper to my passport.

Does this mean that I already did some sort of 90 day report when the visa got affixed or is this just a reminder?

The reason why I'm asking is because I want to buy a car.

To register the car in my name I need a certificate of residence which immigration in Bangkok will only issue after you did the first 90 day report and I don't want to wait until May for that.

funny you should ask that, a neighbor in my area does ONE 90 day report just before he applies for his yearly extension, and then he NEVER does another one all year. the next year, he pays the 2000baht fine, does another single 90 day report, gets his extension and ignores it the rest of the year. He's done that going on 10 years now and has 2000baht fines year after year just before he gets his next extension. They don't do anything to him other than make him pay the fine and do one 90 day report before he gets his extension.

that you don't WANT to wait until you file your first 90 day report to buy the car doesn't mean anything at all in the grand scheme of things.

You can't get a certificate of residence issued in bangkok from the immigration office at Chaengwattana until you have filed at least ONE 90 day report (and that paper you have only tells you when your first REAL 90 day report is due, it is NOT a receipt of having filed one)

As I said April 25th is the soonest you can file AND apply for the COR, so that's the day I'd slog out to Chaengwattana ๐Ÿ™‚

am I understanding that document correctly in that the fine for failing to report every 90 days has gone from 2000baht to 5000baht, with an extra 200baht for every subsequent day the report is not completed?

nope you are not understanding that correctly at all

The fine for failure to file a 90 day report on time is 2000baht (starts the 8th day after it's due) and it's 2000baht whether you're 8 days or 8 months late, it's a static fine that does not increase with time

How that other fine you mention works is IF you are arrested for something ELSE and they find you weren't doing 90 day reporting then the 5000baht max fine and the 200 baht a day penalty can be imposed until you are current. ONLY if you are arrested and prosecuted for something.

If you show up at the immigration office a year late to do a 90 day report and it's just the 2000baht fine it was when you were 8 days late ๐Ÿ˜›

there is NO receipt, you didn't DO a 90 day report from that paper yet, that's given when you START a new 90 day reporting cycle (change extension reasons, visas, etc) ๐Ÿ˜ฎ

If you haven't left the country since they put that paper IN your passport on Feb 9th 2023 then your FIRST 90 day report is due on the 9th of May. ๐Ÿ™‚

AFTER you file that 90 day report (which people pointed out you can do from 2 weeks before down until 1 week after in person OR from 2 weeks before down until the due date online) and get that receipt of having done a 90 day report

THEN

you can apply for a certificate of residence.

AND

Seeing as you have an elite visa I would say GO To Chaengwattana Section B <- and apply for the 90 day report (that's where elite visa holders do 90 day reports in person) and then as soon as you get that 90 day report receipt apply for a certificate of residence for 200 baht (which is coincidentally also at Section B) ๐Ÿ˜› and they'll give you an EMS receipt and mail the COR to you in about 5 days.

That's how the process is gonna work out for you. The soonest you can go file that first 90 day report will be April 25th (2 weeks to the day before the report is due)

It's pretty plain, your 90 day report is due on the 9th May. As it is your first report it will have to be done in person and you can lodge your application for residence certificate at the same time. It usually takes about a week.

If you entered on 1 Jan and you got this piece of paper on 9 Feb, there is no 90 day report as you are only 40 days inside of Thailand.

As your NEW visa let you stay over 90 days, you have to start doing 90 days reports from the moment the visa is issued and that is why you have to make the report on 9 May which is 90 days after 9 Feb.

You have to wait to register the car in your name as your first 90 day is the one that has to be done 9 May.

Yes, at CW your first extension/change in your case counts as a 90 day report too. So you did one on 9 Feb and your next one is 9 May.

every office will seem to apply some variant of the rules, but you do not need to have any number of reports done before you can request a residency certificate. We got our first one while on a tourist visa after less than a week after arriving.

You will need a copy of your TM30 though and a passport photo, along with a copy of you passport and a copy of the page(s) in your passport with your visa.

, Not in Bangkok. You need to do at least one 90 days report to get a Residence certificate.

And all offices follow the same police orders and criteria in those. But each office has the right to ask for specific documents to check if you meet the criteria. Don't mix those things.
