TLDR : Answer Summary
The user seeks clarification on the timing of their first 90-day report after switching from a visa-exempt entry to a Non-B visa in Thailand. After entering Thailand on April 30, 2022, and obtaining a Non-B visa on July 21, they inquire if their first 90-day report will be due in October. Comments clarify that the 90-day reporting is calculated from the date of entry (April 30) and points out that Day 90 falls on July 28, suggesting that their initial 90-day cycle began upon their original entry.

Your first extension of stay is also your startingdate for the 90 day report. This is only the first time you get the extension. After that its a countinious 90 day cycle or starting new whenever comming back to Thailand from abroad.

FYI your 90 day report is not quite 3 months. IE if you enter Thailand on April 30 this becomes day 1. Day 90 will then be July 28?

is this accurate?

NO, as a stay based on visa exempt entry, 30 day Extension of Stay based on tourism and conversion into a Non Immigrant Visa do not count forwards in the rules of 90 day reporting.

I guess the Immigration Officer told you that a 90 day report is not needed yet, but you will get a small document attached to your passport when you apply for the 1 year Extension of Stay.
