When does the 30-day consideration period for a visa extension based on marriage start and can it be adjusted?

I believe that the 30-day under consideration period starts the day my current extension expires. So it doesn't matter when you apply.

Is it possible to get an earlier start and ending to the consideration?

I will apply for a new extension of stay based on marriage to a Thai woman.

You applied for a 1 year Extension of your current stay, it starts at the last day of your current stay and get extended in two parts. First part is under consideration and Immigration need that time to check if you meet all the requirements, if all done you will get the remaining 11 months of the 1 year you applied for

No, as the under consideration time is set by Immigration and can not be changed on demand.
