TLDR : Answer Summary
A person and his four staff members need to work in Koh Samui for a specific project lasting three weeks without being affiliated with a Thai company. The recommended route is to obtain a Non-Immigrant B visa, which allows for short-term work, supported by an invitation from a registered Thai company. Depending on their nationalities, they may need tourist visas if not eligible for visa exemption.
The Non Immigrant B visa and yes the work permit can be limited to a specific time frame as example for artist to perform a few nights, to special projects.
Nope, they need to visit the Thai Embassy in their home country and apply for the Non Immigrant B visa To get this visa meet the requirements set by that Embassy.
Moshe Dahan I agree but the OP stated he does not have a Thai Company. But it sounds like he and his employees are coming to work on a limited project for a Thai Company.
Each one will need to apply for a tourist visa if not eligible for visa exempt on arrival. Otherwise...will need Thai Company to invite. If registered Thai company.
