I mentioned that the first time you asked about tourist visas in your other post.
The thai consulate in Vientiane does NOT require proof of 20K baht in a bank account OR proof of onward travel OR proof of a hotel booking. All thai consulates are NOT the same when it comes to the requirements for particular visas.
That's why I recommended you to go to the thai consulate in Vientiane rather than Savannakhet ;)

If you refer to the Thai Consulate it must be proof of travel that you will leave Thailand at the end of your permitted to stay which you get depending on your visa.
