TLDR : Answer Summary
If you've lost your UK passport in Thailand after receiving a COVID extension, the best first step is to report the loss to the police and then contact the British Embassy for assistance. You can apply for a new passport through VFS at the Trendy building on Soi 13 Sukhumvit, but expect a long processing time of around 12 weeks or more due to backlogs. The embassy can also issue emergency travel documents if necessary, but check their website for specific instructions.

Just keep in mind that our passeport is the proprety of our gouvernement. The best is to contact your embassy.

I suggested that because most embassies can issue emergency document while replacement is processed, but not sure he wants to. Meanwhile, maybe he'll find his passport

Police report. Call embassy. Apply for emergency travel document.

You probably need to get a police report first

British Embassy has 24 hr phone number. They can also issue emergency documents. Go on their page or the UK gov page:

If your passport has been lost or stolen

If you’re abroad and your passport has been lost or stolen, damaged or expired, and you cannot get a new or replacement passport in time to travel, apply online for an emergency travel document.

Its lost. They can issue temporary one I believe. Hence why I posted that you can call them. . If you don't want to contact embassy thats OK.

You need to find it. You can indeed apply for a new passport in Thailand but there’s a huge backlog and return times are currently around 12 weeks or more.

If you need to apply you need to do so via VFS at the Trendy building Soi 13 Sukhumvit.

There might be a rapid turn around option but if there is I have no idea on price.
