What should my partner do if they lack social insurance and need to prove ties to China for the DTV application?

My partner is Chinese and applied for DTV and now they are requesting these as the image.
She has no social insurance as she recently just graduated from university aboard.
I’m assuming they want that to prove she ties to China. What can she do in this case?
And also 500,000 baht, can part of it be a wealth product rather than cash/liquid, like it’s still redeemable anytime.
I know China is tricky but that’s our only option at this point. Anyone has experience with applying DTV in China?

Isn't social insurance mandatory for citizens? If she was living abroad before, it would be understandable she doesn't have a history of past insurance, but she might need to sign up for it know just for the sake of the DTV.
