TLDR : Answer Summary
The WP3 application for a work permit typically requires the foreigner to be outside of Thailand. The Ministry of Labor is increasingly enforcing this rule, which means your boyfriend may indeed need to leave the country to have his non B paperwork and WP3 processed.

Good Luck, it is what it is, the rule is to get a WP3 receipt for a work permit that you have to be out of the country. :/

Sorry

it's easier for me to ask as I'm a native English speaker and he isn't and he does not use Facebook. But can see the funny side ๐Ÿ˜Š

Officially the WP3 Work Permit application method 3 in full text is only used for foreigners not being inside Thailand. It is many times used (abused) for foreigners inside Thailand who does not have the correct visa., but the Ministry of Labor is telling more and more, NO, the foreigner needs to be abroad and we need to see a passport stamp that he/she is outside Thailand.

I not understand this story, but if you do, I'm fine with it.

He has a work permit to finish 21 Jan end the company said he can end this?

He has to border bounce by the 31st? But with a border bounce you do not visit a Thai Embassy?

Does he use a visa, is this an Single Entry or Multiple Entry or does he has an Extension of STay and is going to a new 30 day Visa Exempt Entry? What is the last day of him working for his old company?

, ok thank you so he has to leave, annoying they just told him to end his old work permit (was due to finish 21st january) ready for the new so he is stuck in limbo with a border bounce to do by 31st and so many public holidays with embassies shut. Looks like he will be a while in malaysia :/
