As basic rules, WP3 is WP application for a foreign (supposed-to-be) employee before coming to Thailand. Still some provinces allow your employer to apply even if you are staying in Thailand. Some provinces are more strict, not accept WP 3 application for a foreigner during he/she is staying in Thailand.

He/She will get a smaller document that the application is in order and that you can pick up the Work Permit at a set date if you show the Non Immigrant B visa. This is an example of that form:
