Hello,Before going to Laos to apply for non-b, wp3 have to do first, want to ask about WP3 how to do...

As basic rules, WP3 is WP application for a foreign (supposed-to-be) employee before coming to Thailand. Still some provinces allow your employer to apply even if you are staying in Thailand. Some provinces are more strict, not accept WP 3 application for a foreigner during he/she is staying in Thailand.

your employer visits the Ministry of Labor, hands in the application method 3 with all supporting documents. He/She will get a smaller document that the application is in order and that you can pick up the Work Permit at a set date if you show the Non Immigrant B visa. This is an example of that form:
