You can a) apply for new O visa in London, if they still issue them, or apply for O-A visa there, needs medical and police check from UK (thai medical might be ok). b) get new 60 day tourist visa in London or a nearby Asian country. Convert to Non-O retirement, which will get you additional year after first 90 days. You will need proof of ฿65K/month income or ฿800K in Thai bank. No medical, police, or health insurance as of now. I have this one.

I could be wrong but think that the O/P is really on a yearly extension of stay and a re-entry permit that they got from the thai immigration office last year.
If the valid until date on your visa is 28 Oct 2019 and you plan to land in Bangkok on 4th November you need to get a new visa before you make your way to Thailand.

Sorry, but there is not much I can tell, yes I know start all the name calling on this page or by PM. But I asked where and I still have to choose at which of the hundreds Thai Consulates all over the world or which of the 70 plus Immigration Offices in Thailand you are willing to apply. Next to this I ask what you like to apply for, the populair name retirement visa O stands for the 1, the non Immigrant O visa, or 2. the non immigrant o-a visa or 3. the non immigrant o-x visa, all three applied for at a Thai Consulate or 4. the non immigrant o visa or 5. an extension of stay both applied for at an Immigration office.
Correct me if necessary I see the problem being late application for a renewal is 7 days. Day 1 is 28 Oct and so last day for late renewal at Thai immigration is 3rd Nov. So have to start again with new visa.
