I made my request 2 times for DTV with a muy Thai school, the first request to Ho Chi Minh was refused (I had returned to Thailand before the answer I did not know...). But I remade my application in Hanoi a few days ago, I have absolutely all the necessary documents and amount, but they still refused....without any explanation... I don't know what to do it's a lot of money for nothing. Do you have any advice?

Was it rejected or cancelled? If it was cancelled it implies an error with your bio data. If it was rejected how long was the course for? Did they ask how you will support yourself and if so how did you answer?
My guess is that since you didn't follow the rules the first time (even though you didn't know), they worry you're not going to follow other rules while having the DTV so they rejected it the second time.
Unfortunately this is a possibility. It will be on the record for subsequent applications and review. They did seem to reject quickly without asking for any more info.
The first rejection due to not following the rules, stay in Vietnam while processed, may have caused them to reject again. It could be seen by the assessor that you do not follow the rules of the visa.
Anonymous participant French arab or normal french? French arab have been causing tons of trouble in thailand and espeically phuket and they may even reject you just for that...
