You know full well you’d need the same paperwork you’d need to live anywhere else in Thailand.
there is lots of conflicting information on Google. Better to also ask people that have done it. You know the sort of people you mind find in an advice group 🙄

When you do find a place you're moving to the owner needs to file the paper TM30 which says where your current residence is
where are you living now.,I would look for an agent when you are here to get a retirement visa

You’re going to need to provide way more info to get anyone to be able to answer you.
What is your nationality, what is your age, Isan may suggest you’re married to a Thai (although that’s just a guess - I can’t see why anyone would who isn’t would move there - subjective for sure).
No one can answer your question without way more information.
all the rules are the same to live throughout thailand so all you need is transport, then register your TM30 at the nearest immigration and possibly move bank account to that province
There is no requirement to have a bank account in the province you’re applying for a visa/extension. There probably would be a need for a TM30 for that province but as we know nothing about what they are trying to do it’s hard to advise.
the OP has explained in the comments he's english and moving from Pattaya. When I go to Isan there is additional fee to withdraw from Pattaya account, plus complications to get bank letter to renew annual visa
