No, waiting does not mean rejection. For DTV Soft Power applications the interview is a normal step when the embassy wants to verify your school, your course length and how you will support yourself. Many embassies keep the status as pending for a while after that while they check the documents.
Official guidance says processing takes about four weeks or longer if the file is incomplete, and most eVisa posts report five to fifteen business days after the final interview, with busy posts taking two to four weeks in total. Your timeline from mid August to now with extra documents and then an interview two weeks ago is still inside that normal range, especially for Soft Power where they may ask for proof of acceptance and financial proof.

What you can do now is check your thaievisa portal daily and your spam folder for a request for more proof, and if you have a reference number you can contact the same embassy where you interviewed with a short polite follow up. Do not resubmit a new application while the current one is pending.
You could consider reading a book or two before your trip. I’d recommend Unlock Thailand by Isla Rey on Amazon, it includes all the info and insights you need. You should check it out. A very good companion 👌.
