TLDR : Answer Summary
A Thai-Korean couple seeking a ME NON-O visa based on marriage to a Thai national can obtain this visa at the Thai consulate in Ho Chi Minh City, Vietnam. They can apply for a year-long multi-entry visa, but they should be prepared to make the payment in U.S. dollars.
