Please can someone let me know if a Filipina (i.e. my wife) can go there and apply for a Non 'O' based on marriage to me a British citizen with retirement visa in Thailand? .....

I don't have any first hand experience on whether you can or can't get that visa from Savannakhet.
I would say you could but it'd only be a guess (because most consulates sell it). You'd need the original marriage certificates, copies of them along with your passport data page, your original visa, your current extension, your most recent entry stamp into thailand, your wife's data page on her passport, and that should be it.

Non o visa based on marriage is for married to a Thai.

Actually the O in a Non-O visa means 'other' and they are issued for a variety of reasons.
One of them is for foreigners married to other foreigners who are on long-stay extensions here and lets their spouse 'piggy-back' onto the person with the yearly extension.
