TLDR : Answer Summary
To obtain a one-year Non-O visa for Thailand while in Vietnam, you can apply at the Thai consulate in Ho Chi Minh City. This visa allows multiple entries with a validity of one year, requiring you to exit and re-enter Thailand every 90 days. It's important to make an appointment before visiting the consulate, as walk-ins are not permitted.

Remember that thai consulate in HCMC requires you make a booking to apply for a visa at there, they don't allow walk ups at this time

If you are in Vietnam, go to HCMC and apply for a 1-year multiple entry Non-O visa based on marriage to a Thai national.

This type of visa is valid for 1 year to enter Thailand. You are stamped into Thailand for 90 days for each entry until the last day. You need to leave and come back to Thailand every 90 days, but you can live in Thailand on it nearly 15 months.

Ellie Takei, is there a money requirement if I obtain this visa? I have obtained this visa in the US and a money requirement is minimal.
