What is the best location to apply for a Non-B visa considering the current conditions?

What is currently the best location to apply for a Non-B visa? Last time I went to Kuala Lumpur, but there they process only 130 applications per day. Which is annoying because then you have to wait outside for 1 hour in the morning to make sure you can apply that day. I heard a rumor that the consulate in Hong Kong only accepts applications from Hong Kong citizens. Is that true? Did anyone apply in Hong Kong recently? Singapore only accepts online applications and their website says it takes 2 working days. I don't have that much time, so that's not an option for me.

Went to KL a few weeks ago and when they opened there where around 50 people.

It always takes a minimum of 2 working days, day 1 you apply, next working day you collect. Benefit of Singapore is the online application, you apply before you go there, with all the documents, when approved you go and visit the Embassy bring the copies and pick up next day, So you always sure to get the Visa.

Did mine in SG recently. The online application system is great. Drop off day 1 pick up day 2 as mentioned above.

This is on their website: Once the applicant submits all required documents along with the visa payment, the visa can be obtained in the afternoon of the next business day (from 14.00 -15.00 hrs).

Yes, I am aware of that. But when they say it takes 2 working days, my assumption was that it 1 day for when you apply and then 2 more days to process the application.
