Which is better for applying for a Non-B visa, Singapore or KL?

Quick question, which place would you consider as faster/better/easier for applying for Non B visa, Singapore or KL? i need to plan for my upcoming trip and i want it to be as smooth as possible.

Singapore you sign up for their on line application method, file all the forms, when approved make your way to the Embassy and hand over your passport and hard copies, pick up the next working day.

no sure what you mean with reliable but Singapore use it for the last few years and it is the only way. KL system works very good, but make the appointments there where your phone works, if your provider does not have service in Malaysia you can not use the phone, but that is not the Embassy fault.
