there is no appointment booking for the thai consulate in Penang, you just show up, BUT how about you go to the website of that consulate and read the requirements so you can make sure you can get a tourist visa (or an ED visa if your school gives you the documentation) ****************************************************************************************************************************************

Kuala Lumpur or Singapore, but keep in mind if you have a passport full of covid extensions you're gonna have issues with the consulate in Singapore issuing you a tourist visa

that is between you and the school you're dealing with and whether they can provide the documentation to get the ED visa issued outside the country at a thai consulate. You need to be talking to them about it
