TLDR : Answer Summary
A residence card in Vietnam is a document that allows foreign citizens to live and work in Vietnam for an extended period. To obtain it, one usually needs to meet specific eligibility criteria, such as already holding a valid visa. For someone applying for a Non-B visa in Vietnam, like your friend, it seems necessary to have a residence card if they're considering a multiple-entry visa. It is suggested that he apply for a 90-day single-entry visa, especially as a Kenyan passport holder in Vietnam.

If you are meaning this criteria

Copy of Vietnamese Visa and Vietnamese Residence Card with validity of more than 1 year for applicants applying for multiple-entry visa,

they just want to see the vietnam visa that he got when he entered the country. He needs to be applying for a 90 day single entry one.

He cannot get a year-long multiple entry one there unless he's a resident of vietnam or has a visa that lets him stay in vietnam a year.
