TLDR : Answer Summary
The user inquires about obtaining a new 3-month Non-B visa in Vietnam, specifically in Hanoi or Ho Chi Minh City. Commenters confirm that it is possible to get the visa from either consulate as long as the applicant meets the specific requirements set by that particular consulate. Both consulates have similar processing times, allowing applicants to submit their application one day and collect their passport the following afternoon. The consulates accept only US dollars for visa fees.

and on that note we're DONE. This topic is ONLY about whether a person can get a 90 day single entry Non-B from one of the thai consulates in Vietnam.

The answer to that question is YES, meet the requirements, get the visa.

don't think just because the two thai consulates are in the same country that they have the same requirements :O They do NOT.

Meet the requirements at the particular consulate you're applying at and you'll get the visa, don't meet them and you won't. :/ Its not rocket surgery or brain science ;)

BOTH thai consulate in Vietnam run under the same time frame. Turn in your application one morning and pick up your passport the next afternoon AND both consulates only accept US dollars for the visa fees.

I don't know. It depends on your nationality, and if you meet the requirements.

@Ryan ******
Assuming you meet the requirements, it's a two working day turnaround time. But all visas are easy to get, if you meet the requirements

Can go with the assumption that i meet the qualifications. Just more so asking if they issue these, and how long it takes to process, and if it’s more strict than other embassies out there
