TLDR : Answer Summary
This conversation revolves around the requirement for South Africans to hold a residence permit for Vietnam when applying for a non-B visa. It highlights that this information can be found on the official Thai embassy website and shares insights from community members about alternative locations for visa applications in neighboring countries such as Malaysia and Laos.

Kota Bharu/Malaysia, Vientiane/Laos and Savannakhet/Laos should be OK, provided your paperwork is in order and you do not have that particular comment on previous Tourist Visa from Pretoria.

There are more S/A people member here, it has been discussed many times but as far as I just looked back: Kota Bharu in Malaysia and Vientiane in Laos (if there is no Thai writing on your Tourist Visa from Pretoria) should be no problem, But give it some time to get more replies of your country man with experience.
