I am in kenya and they were incredibly fast. Hours not days.
The airlines will allow free postponement if you fail test.
Most hotels on ASQ will also allow rebooking.
No one wants to willingly refund.

Some hotel can refund 80-90%. Some hotel only can change the date with or without fees if COE rejected.
Air ticket depends on the cancelation policy. But normally they won’t refund just because COE get rejected, Need a better reason.
You you have gotten to the point of applying for COE, there should be no reason to not receive unless something is wrong with flight, hotel or test positive... God luck...
