TLDR : Answer Summary
To apply for a Non-O visa in Ho Chi Minh City, you need to prepare the following documents: 200 USD visa fee, a letter from your Thai wife requesting the visa, a copy of her ID card, copies of your marriage certificate, and the data page of your passport. It's also recommended to have a copy of the blue house book. Applications are accepted only in the morning until 11:30 AM, and the processing time may allow for same-day pickup.

Ho Chi Minh will give a year-long, multi-entry Non-O based on marriage from them.

original marriage certificate

copies of:

front&back of the marriage certificate

front&back of your thai wife's I/D card

thai wife's house book listing

data page of your passport

You also need a letter from your wife asking that the consulate issue the visa.

Remember the thai consulates in Vietnam ONLY take US dollars and the year-long, multi-entry Non-O is $200 USD

Without her name in a Bluebook somewhere, I'm not sure this is going to work.

Your wife is listed in a blue house book and that you need, does not matter where you stay.
