TLDR : Answer Summary
To obtain a Non-O visa based on marriage in Ho Chi Minh City, you will need a letter from your Thai spouse written in Thai, stating their name, job, and guarantee of documents. Additionally, the visa fee is $200 USD. It's essential to ensure that your spouse's letter is present, as lacking it may result in visa denial.

Yep, HCMC and Seoul require a letter from your wife, but it only needs to be a simple letter with her name and then her asking they issue you a visa.
Other than that they require the same documentation as Savannakhet or Seoul. You sign the copies of things with your name on them and she sings copies of things with her name on them (meaning you BOTH sign the marriage certificate) ;)
