Got my multiple entry Non O based on marriage from Ho Chi Minh City , Vietnam. Very easy and very quick. Submitted papers on the 21st April. Copy of my passport, copy of wife's ID card and house book signed by her. Copy of my marriage cert signed by the both of us. I also took the original with me. They wanted to see it. A signed letter from the wife asking the consulate to issue the visa. 1x 60mm x 40mm photo and of course $200. Collected the visa at 13.40 on the 22nd. On both visits to the consulate I only had to wait 15 minutes. The consulate staff are very friendly, but they check everything. No online booking needed.
I am heading back to Chiang Mai CNX tomorrow. Hopefully immigration won't ask me for the onward ticket and funds.
