If you are unable to meet those requirements I'd say the thai consulate in Savannakhet isn't the choice for you and you should go to the one in Vientiane instead.

The consulate in Vientiane does NOT require proof of funds, proof of onward travel or proof of a hotel booking for a tourist visa.

The thai consulate in Savannakhet requires proof of 20K baht (or the equivalent) in a bank account and proof of onward travel in 60-90 days.

They don't ask every single person BUT if they ask and you can't provide it you don't get the visa.

If you're crossing into thailand by the land border at Nong Khai you will not be asked for proof of funds. Handz down that is the most user friendly and easy border to cross into thailand from.

Vientiane does not require proof of funds. Immigration might. In which case it's cash. Can be other currency equivalent.

Thank you. Can I clarify if I need cash or bank acc next week, going to Vientiane for a 60 day tourist visa, travelling though Udon thani/ land crossing please? currently in Chiang Mai finishing my first 30 day extension on a tourist visa.

There are usually two times you are asked for proof of funds and they have totally different requirements

One time you'll be asked for proof of funds is at the thai consulates that require it to buy a visa, in that instance you must show a bank account and CANNOT show cash

Another time you'll be asked for proof of funds is by the officers at passport control when stamping into the country, in that instance you must show cash and CANNOT show a bank account.
