I also do Savannakhet for multi o visa marriage based and documents I submit at consulate are application form. 2 photos..original marriage certificate.with copy front and back. wife's IC and Housebook copys both signed and 5000 baht fee you can submit on Wednesday and get a ticket to pick up after 2pm on Thursday ...my Laos visa on entry costs 1500 Thai baht it's pretty straightforward never had any prob. plus Wednesday should be quiet anyway if you have any doubts there's a small cafe opposite consul were somebody can check your stuff but really no need to
the cost of a Lao visa on arrival varies by nationality and by whether you pay in USD or in Thai baht. The costs go from $42USD down to $20USD and some countries get in free.
