TLDR : Answer Summary
An Australian citizen traveling from Manila to Bangkok in late October can enter Thailand without a visa for up to 30 days, given the visa-exempt status. While a visa on arrival is not available, they will need to obtain a Certificate of Entry (COE) from the Thai embassy in Manila. Quarantine options include staying at SHA+ certified hotels, and travelers are required to have a COVID-19 insurance policy covering $100,000. No bank account with that amount is necessary, but they must comply with COVID-related entry requirements including multiple COVID tests.

I didn't think you can come from Philippines to Thailand.

You don't need any money in a bank but you need covid medical insurance to cover 100,000. And all the other embassy requirements. The only thing you don't need is a visa, Aus passport just turn up and get 30 days.

You need a COE (certificate of entry) from the embassy in Manila, and yes you need $100,000 usd covid insurance policy, not money in the bank. Check the Thai embassy in Manila website for requirements.

Australians don't get Visa On Arrival, you are eligible for visa-free entry. Are you going into quarantine or sandbox?

Michael Britten. Are you vaccinated? That's the biggest deal-breaker

Australian passport holders are not eligible for a visa on arrival. You could get a visa exempt stamp in your passport good for 30 days.

Entering phuket I assume? You can book any SHA+ certified hotel. You need covid insurance and pay for 3 covid tests.

I just don't get it. As an American I'm happy they let the US in, but our 7 day average is about 120,000 new cases a day. What makes the Philippines more dangerous?
