I’m in Jakarta (Canadian-Finn dual citizen) and my Indonesian girlfriend just applied for a COE and was accepted. I also applied and was accepted. We will both go under visa exemption (45 days and then can extend for another 30 days).
Tricky part is finding hotels that allow unmarried couples to stay together, but there are some (join the Thailand ASQ group and search for “unmarried”).

- you do need to buy insurance but you don’t need to buy the airplane ticket or hotel yet until you get pre-approval. But you should know which hotel you will stay at for the application.
